Lucas is an associate in the Government Matters practice and a member of the firm's International Trade team. A dual-qualified lawyer in the U.S. and Brazil, Lucas assists international companies in trade compliance, regulatory, litigation, and other cross-border needs. Lucas focuses on international trade matters, including trade remedies, customs, tariffs, trade policy, and sanctions.
Lucas has represented several companies in antidumping, countervailing duty proceedings, and tariff matters before the U.S. Department of Commerce and the U.S. International Trade Commission, and related actions before the U.S. Court of International Trade. He advised clients in Customs matters, including tariff classification, valuation, rules of origin, tariffs, preferential trade agreements, and import compliance programs. Lucas has also advised clients in U.S. Section 232 steel and aluminum actions, Section 301 measures, and related advocacy and exclusion processes.
Prior to joining King & Spalding, Lucas was an associate in another major law firm in Washington D.C., and in one of the biggest law firms in Brazil before that. Lucas has interned at the Legal Affairs Division of the World Trade Organization (WTO) and at the Brazil's Permanent Mission to the WTO in Geneva, Switzerland.
