Josh Toll focuses on government and internal investigations, white-collar criminal and complex civil litigation. Head of our firmwide Pro Bono program and a partner in our Special Matters and Investigations practice, Josh represents clients in criminal and civil investigations as well as pro bono matters.
Josh works with clients across industries, including automotive, energy, manufacturing, finance and healthcare, in complex civil and criminal investigations. He is highly experienced in representing clients who have received grand jury subpoenas focusing on sales and marketing practices.
Josh regularly advises clients on a variety of civil and criminal issues, including compliance with healthcare statutes, the Foreign Corrupt Practices Act, antitrust law and various financial regulations. He has defended both corporations and individuals in prosecutions and investigations by U.S. Attorneys’ Offices, multiple divisions of the Department of Justice, the Securities and Exchange Commission, the Food and Drug Administration, the Internal Revenue Service and other federal agencies, as well as congressional committees.
As our Pro Bono Partner, Josh supervises the Pro Bono program across all of our offices. Before 2013, Josh served as Chair of the Pro Bono Committee at our Washington, D.C. office. Under his leadership, the office was recognized in 2011 by the Court of Appeals for the D.C. Circuit, among other organizations, for outstanding pro bono achievement. Josh has also had many individual pro bono successes, and has been recognized by the D.C. Bar.
Prior to joining our firm, Josh was a trial attorney with the Office of the Public Defender of Maryland from November 2002 through June 2006, where he took more than 75 cases to trial in various Maryland state courts. In that role, he successfully litigated constitutional and state criminal law issues, and developed expertise in negotiating favorable outcomes for clients with difficult, complicated cases.
