While serving as counsel to the U.S. Senate Banking and Governmental Affairs committees, J.C. earned a reputation as a trusted advisor to Members of Congress on both sides of the aisle. He was later appointed by President George W. Bush to a six-year term as U.S. representative to the World Bank’s International Centre for Settlement of Investment Disputes.
