Chris's practice focuses on both energy transactions and federal energy regulation in the natural gas space. He advises clients in commercial transactions involving the purchase and sale of LNG and natural gas, as well as the development, acquisition, and disposition of LNG and natural gas infrastructure. He also represents LNG terminal developers, natural gas pipelines, and natural gas producers before the Federal Energy Regulatory Commission and Department of Energy on certificate, rate, and tariff matters.
Chris represents parties across the LNG value chain, with a particular focus on LNG and natural gas sale and purchase agreements and terminal use agreements, as well as structuring projects. He has experience in LNG transactions and project development in North America, South America, the Caribbean, and Asia, including large-scale import and export facilities, floating storage and regasification units, and gas-to-power projects. In these transactions, Chris has represented project developers; investors; LNG offtakers; natural gas suppliers; and regasified LNG purchasers.
Chris also advises clients on matters involving the Federal Energy Regulatory Commission (FERC) and the Department of Energy (DOE) regarding a wide range of regulatory concerns. He has represented natural gas pipelines, natural gas storage facilities, and LNG terminals before FERC in obtaining certificates of public convenience, rate cases, tariff proceedings, rulemakings, and complaint proceedings. Chris has helped large and small projects obtain natural gas export and import authorizations from DOE.

Represented New Fortress Energy in the development of emergency temporary generation to support the power grid in Puerto Rico, including supplying LNG in ISO containers and natural gas by pipeline
