People

Ken Fleuriet is one of the firm's senior treaty arbitration practitioners and has handled many of our treaty arbitrations outside the Western Hemisphere. Ken represents clients in a range of investor-state disputes involving investments in Europe, the Middle East, Asia and Africa. Ken regularly represents investors under bilateral and multilateral treaties and has obtained some of the largest awards for investors on record, including a $510 million award under the Energy Charter Treaty.

Ken is currently handling 14 treaty arbitrations under the ECT against Spain and Italy in Europe's renewable energy sector, as well as a multibillion-dollar mining dispute against a Latin American state. While many of the 40 treaty arbitrations Ken has handled have involved the energy and mining sectors, Ken has also represented investors in the aviation, banking, consumer products, real estate, telecommunications and tourism industries. Ken has also advised investors on potential treaty disputes in well over 100 matters.

Ken has obtained some of the largest awards in the investor-state field, including the second-largest treaty award in history under the ECT, a $245 million treaty award against an Eastern European state, and a $133 million treaty award against a Middle Eastern state that is one of the largest awards ever rendered on behalf of individual investors.

Ken represents clients in investment arbitrations under the rules of the ICSID, the SCC and the ICC, as well as in UNCITRAL ad hoc arbitrations. As one of the most seasoned treaty arbitration practitioners of his generation, Ken is uniquely qualified to advise on all aspects of treaty arbitration practice, procedure and jurisprudence.

Qualified in New York and Paris, Ken is based in the firm's Washington, DC office.  Ken also spends substantial time in the firm’s Paris office, which he co-founded in 2009. Before becoming a lawyer, Ken served in the House of Representatives in the Texas State Legislature. He was elected at age 21 as the youngest Republican legislator in Texas history. Ken is fluent in English, French and Spanish and regularly works in each language.
