The California 2022 budget trailer bills quietly included one of the most sweeping pieces of healthcare regulation in California in years—the Health Care Quality and Affordability Act. The Act created a brand new “Office of Health Care Affordability” that has been given broad powers to create and enforce cost growth targets and to review the impact on competition of certain transactions between healthcare entities (including sales and mergers). While the full impact of the legislation will not occur until 2025, important work will be done during the lead-up period, and all healthcare providers will need to be ready for its implementation. Our panel of experts will provide an overview of the Act, discuss its legislative history and provide an assessment of the impact of the Act on the delivery of managed healthcare.
